Power BI Alternatives for Small Business: Free and Low-Cost Options, Compared Honestly
You want dashboards, not a software project, and the word 'free' is doing a lot of work in most comparison lists. Here is what each option really costs once more than one person needs to see the numbers.
Yes, there are free Power BI alternatives for small business: Google's Data Studio (the tool called Looker Studio until April 2026), Zoho Analytics' free plan and the open-source edition of Metabase all cost nothing to start. Each has a catch, usually around sharing, data limits or who has to run the server. And Power BI is free to start too: Power BI Desktop costs nothing, and you pay only when you share reports.
A disclosure first: Lightray Solutions builds in Power BI, so read this as an informed view rather than a neutral one. Every price below was checked on the vendor's own pricing page on October 10, 2026, and the section on when an alternative wins is meant seriously.
Is Power BI itself free for a small business?
Partly. Building is free: Power BI Desktop is a free Windows download and does the modeling and report design. Sharing is not: to publish reports for colleagues, each person who builds or views shared content needs Power BI Pro, listed on Microsoft's pricing page at $14 per user per month, paid yearly. Microsoft 365 E5 includes Pro.
So the true comparison for a five-person team is roughly $70 a month for Power BI against the free tiers below, which is why the question deserves a straight answer rather than a sales pitch.
How do the main free and low-cost alternatives compare?
Each alternative is strongest in a specific situation. Data Studio suits teams living in Google Analytics and Sheets. Zoho Analytics fits companies already running Zoho apps. Metabase suits a company with a developer and a SQL database. Tableau suits visual analysts, and Excel suits very small teams. The table compares free tier, paid entry point and the main catch for each.
| Tool | Free option | Paid entry point | Choose it when | The catch |
|---|---|---|---|---|
| Data Studio (formerly Looker Studio) | No-cost version | Data Studio Pro (priced on Google's site) | Marketing data lives in Google Analytics, Ads and Sheets | Light modeling; blending several business systems gets awkward |
| Zoho Analytics | Free plan: 2 users, 10,000 rows, 5 workspaces | Basic: 2 users, 0.5M rows; Standard: 5 users, 1M rows | You already use Zoho CRM, Books or Desk | Row limits arrive quickly with transaction data |
| Metabase | Open source, self-hosted, unlimited users | Starter: $100 a month for 5 users, then $6 per user | You have a developer and a SQL database | Someone has to host, secure and update it |
| Tableau Cloud | None for sharing | From $15 per user per month, billed annually | Analysts already know Tableau | Builder licenses cost far more than the starting price |
| Excel with Power Query | Included in Microsoft 365 | Nothing extra | Fewer than six numbers, one or two people | Every copy of the file drifts; no shared model |
When is an alternative the better choice than Power BI?
More often than a Power BI consultancy usually admits. If one of these describes you, start with the alternative and save the money:
- Your data lives in Google. Marketing data in Google Analytics, Ads and Sheets connects to Data Studio, Google's own tool, at no cost.
- You already run on Zoho. Zoho Analytics comes from the same vendor as Zoho CRM, Books and Desk, and its free plan covers two users.
- You have a developer and one database. Metabase's open-source edition gives unlimited users for free if someone can host and maintain it.
- Your team works on Macs. Power BI Desktop needs Windows 10 or later, according to Microsoft's download requirements. Mac users can still open published reports in a browser, but building models means a Windows machine or a virtual one.
- You track fewer than half a dozen numbers by hand. A well-structured Excel workbook may be all you need this year.
When does Power BI still win for a small business?
When the numbers come from several systems and must agree. Power BI's shared semantic model defines each measure once, so sales, finance and operations reports calculate margin the same way, and row-level security lets one report show each manager only their own region. The free alternatives handle a single source well; combining accounting, CRM and spreadsheets is where they strain.
It also wins when you already pay for Microsoft 365, keep finance data in Excel or QuickBooks, or expect to grow past a handful of report readers. How Lightray can help
On a free 30-minute strategy call, Edward Pinela, MBA, looks at where your data lives and how many people need it, and tells you plainly if a free tool fits better; we don't set up the alternatives ourselves, but we will name the one to try. If Power BI is the right call, he builds it remotely in your own Microsoft tenant, drawing on 20+ years and 200+ projects, with a 4.9★ Google rating behind the work.
The smallest way in is Power BI Flex Support: from $2,500 for 20 hours, $100 to $125 an hour, hours that never expire, often enough for a first set of dashboards. Should the first 4 hours of Power BI work leave you unhappy with us, the money comes back to you.

Frequently asked questions
Is Data Studio the same tool as Looker Studio?
Yes. Google renamed Looker Studio back to Data Studio in April 2026; Google's documentation now says Looker Studio is called Data Studio. Existing reports carried over unchanged. It is a different product from Looker, Google's enterprise BI platform, which is priced separately.
Can we start with a free tool and move to Power BI later?
Yes, and it is a sensible path. The work worth keeping is the list of measures and their definitions, not the charts. If you write those down while using the free tool, rebuilding in Power BI later is mostly a matter of connecting the sources and recreating the pages.
Do you set up Data Studio, Zoho or Metabase?
No. We build in Power BI, and we would rather tell you which free tool to try than set one up badly. If your situation fits an alternative, we say so on the strategy call and point you to the vendor's own getting-started material.
What does a first Power BI dashboard cost a small business?
Licenses run $14 per user per month for Power BI Pro, with Desktop free. The build is usually small: a first set of dashboards often fits in a 20-hour Flex Support block from $2,500. Larger projects are quoted at a fixed price after a short discovery.
