Fractional CTO Services: Senior Technology Leadership Without a Full-Time Hire
Technology decisions keep landing on the owner or the office manager: which CRM, whether the website agency is doing its job, what the cloud bill is for, whether AI is worth a pilot. A fractional CTO takes those decisions off your desk for a few days a month, with a plan the whole leadership team can see.
Our fractional CTO services give you a senior technology leader for a set number of days a month instead of a full-time executive salary. You get one accountable person for your roadmap, vendors and technology budget, who joins your leadership meetings, makes or recommends the calls, and sees the important projects through. That person is Edward Pinela, MBA.
Our fractional CTO work is built for businesses whose product is not software: professional services firms, distributors, manufacturers, nonprofits and service companies. For them, technology is a stack of systems and vendors, such as Microsoft 365, a CRM, an ERP or accounting system, a website, reporting and now AI tools, and nobody senior owns how it all fits together. The first step is a free 30-minute strategy call. Fractional CTO work is priced by the days per month you need, with no published rate card, so a written scope and fee follow the call.
What does a fractional CTO actually do?
The role covers the decisions a chief technology officer would make, scaled to the time you need: setting the technology plan, controlling spending, judging vendors and making sure systems fit together. It is leadership and accountability, not hands-on support. In a typical month that means:
- Technology roadmap. A clear plan for the next 12 to 36 months that ties each technology project to a business goal, in an order the budget can support.
- Budget and vendor management. A review of software subscriptions, cloud bills and vendor contracts, with licenses nobody uses cut and renewals negotiated with the facts in hand.
- Technical review. An honest assessment of your systems, integrations and any in-house code, naming the risks, the bottlenecks and what will not scale.
- System architecture. How your CRM, ERP, website, Microsoft 365 and reporting should connect, so data is entered once and trusted everywhere.
- Data, reporting and AI decisions. Which reporting and AI projects are worth funding now, and what has to be true of your data first.
- Team and vendor leadership. Coaching for internal staff, clear briefs for agencies and contractors, and someone who can tell whether the work delivered matches what was promised.
- Investor and board support. Technology plans, budgets and due-diligence answers written so a board, lender or investor can follow them.
How do you know your business needs a fractional CTO?
Most clients do not start by asking for a CTO. They start with a symptom: decisions stalling on the owner's desk, vendors blaming each other, or software costs that keep rising without anyone able to explain them. If two or more of these sound familiar, a fractional CTO is worth a conversation:
- The owner or a finance lead is making technology decisions they do not feel qualified to make
- Several vendors each blame the others, and nobody on your side can judge who is right
- Software spending has grown every year, but nobody can say what each subscription is for
- A CRM, ERP or website project has stalled or gone over budget
- The leadership team wants to use AI and reporting better but has no plan for the data underneath
- An investor, lender or buyer is asking technical questions nobody can answer with confidence
How does a fractional CTO engagement work?
The engagement moves quickly to a plan, then settles into a steady rhythm: an assessment of your systems and spending, an agreed roadmap and time commitment, then regular leadership involvement with the level of time rising or falling as projects start and finish. All of it happens over video calls and shared documents.
- 1. Strategic assessment. We review your current systems, contracts, spending, team structure and business goals, and talk to the people who use the technology every day.
- 2. Scope and priorities. Together we agree what matters most, write the roadmap, and set the level of involvement: a few days a month for strategy and oversight, or more while a major project is running.
- 3. Integration and execution. Your fractional CTO joins the leadership team, runs a standing technology meeting, manages vendors, and leads the key initiatives through to delivery.
- 4. Ongoing review. Progress against the roadmap is reviewed regularly, the plan is adjusted as the business changes, and the time commitment goes up or down with it.
How is a fractional CTO different from a full-time CTO or an IT provider?
These roles are often confused, and many businesses need more than one. A managed IT provider keeps devices, email and networks running. A project consultant delivers one defined build. A CTO, full-time or fractional, owns the plan that decides which projects happen, who delivers them and whether the money was well spent. The table below sets out the differences.
| Question | Fractional CTO | Full-time CTO | Managed IT provider | Project consultant |
|---|---|---|---|---|
| Time commitment | A set number of days a month, adjusted as priorities change | Full time | Ongoing, usually priced per user or device | One project, then done |
| Owns technology strategy and budget | Yes, alongside the leadership team | Yes | Rarely; focused on keeping systems running | Only within the project |
| Handles helpdesk tickets | No; holds whoever does accountable | No; manages whoever does | Yes | No |
| Manages vendors and agencies | Yes | Yes | Usually only its own services | No |
| A good fit for | Businesses whose technology is a set of vendors and systems that needs one accountable owner | Companies whose product is software and who need an engineering leader every day | Keeping devices, email and networks patched and supported | A defined build, such as a CRM rollout or a Power BI model |
When is a fractional CTO not the right fit?
If your company's product is software and you need someone to hire, manage and lead an engineering team every day, you need a full-time CTO or VP of Engineering. A fractional CTO can help you define that role and interview for it, but should not replace it for long.
If what you need is helpdesk support, patching and device management, that is the job of a managed IT provider, not a CTO. And if you already know exactly what you need built, a defined project is cheaper than ongoing leadership: our CRM consulting or Power BI consulting services may be the better first call. If AI is the main question, the fixed-fee AI Readiness Sprint gives you a focused answer without an ongoing engagement.
Finally, a fractional CTO is not useful if the decision has already been made and you need someone to approve it. You will get an honest view, including when it is not the one you hoped for.

Frequently asked questions
What is the typical time commitment for a fractional CTO?
It depends on your needs. Some companies need a few days each month for strategy, vendor oversight and a leadership meeting. Others need several days a week for a period while a major system is replaced or a new platform goes live. The level is agreed during scoping and reviewed as priorities change.
How much do fractional CTO services cost?
The fee depends on scope rather than a fixed package. The main drivers are the number of days per month, how many systems and vendors are involved, whether hands-on project delivery is included, and how long the engagement runs. A written, itemized fee proposal follows the free strategy call.
How do you measure success for a fractional CTO engagement?
Against the roadmap you approved and the business results behind it: projects delivered on time and on budget, software and cloud spending measured against the starting baseline, fewer technology problems escalated to the owner, and a team that can make more decisions without outside help.
Can you work with our existing IT provider and agencies?
Yes, and that is usually the point. Your IT provider keeps things running and your agencies deliver their work; the fractional CTO sets the priorities, writes clear briefs, and checks that what is delivered matches what was agreed.
Do we need to be in Southern California, and what access do you need?
No. Fractional CTO work happens over video calls and shared documents, including your leadership meetings, so location is not a barrier. We need a sponsor on your leadership team, copies of your main vendor contracts and invoices, and access to key systems that you control and can revoke at any time.
You Won’t Get Handed Off to Junior Staff.
At most consulting firms, the senior person who sold you shows up for the kickoff — then you get handed to a team of juniors learning on your dime. That’s not how we work.
When you hire Lightray Solutions, you work directly with Edward Pinela, MBA — a principal consultant with 20+ years of experience across Power BI, web development, SEO, and CRM systems. Edward architects every engagement personally, stays involved through delivery, and answers his own phone.
