Digital Transformation for Imperial County Organizations, Delivered Remotely

A packing shed that still runs on clipboards, a customs broker re-keying the same shipment into three systems, a clinic whose schedule lives in one person's head. In the Imperial Valley the fix is rarely new software. It is connecting what you already pay for.

Digital transformation in Imperial County succeeds as a series of small, practical changes: forms on a phone instead of paper, approvals that route themselves, one customer record instead of five spreadsheets, and a Power BI report that replaces the month-end scramble. Lightray Solutions plans and builds those changes for growers, shippers, logistics firms, clinics and public agencies, and Edward Pinela, MBA, does the work himself.

It is a county of 180,202 people, according to Data USA's 2024 figures, with 62,277 employed. The largest employers by sector are health care and social assistance (10,391 workers), retail (6,966) and public administration (6,240). Agriculture, cross-border trade through Calexico and the energy projects around the Salton Sea shape the rest. Organizations of that size rarely have an IT department to spare for process work.

Everything is delivered remotely, by video and inside your own Microsoft tenant, so an office in El Centro, Calexico, Brawley, Imperial or Holtville works with us exactly the same way. The first step is a free 30-minute strategy call, answered within 4 business hours.

What does digital transformation look like for an Imperial Valley business?

Usually it starts with the work people retype. A field supervisor's paper log becomes a payroll entry, a shipment's paperwork is entered once at the border and again in accounting, a public counter keeps a spreadsheet beside its permit system. Each double entry costs hours and creates errors. Transformation means removing those steps one process at a time, in software you mostly already own.

The economy explains why paperwork piles up here. The County of Imperial's 2024 crop report valued agricultural production at $2.49 billion across 526,967 harvested acres, led by cattle at $546 million, and recorded 16,000 phytosanitary certificates for exports reaching 81 countries. Every one of those certificates, loads and invoices is a record somebody has to keep straight.

Trade adds another layer. GSA describes the Calexico West port of entry as the main crossing linking Imperial Valley agriculture to Baja California, and companies that work both sides of the Calexico–Mexicali line juggle documents, carriers and customers in two countries. Energy is the newer pressure: the county's Lithium Valley planning around the Salton Sea, where more than 500 MW of geothermal capacity already runs, brings contractors and suppliers who need project and compliance records from the first day. Data USA puts the county's 2024 median household income at $57,681, so budgets are real constraints and each change has to pay for itself.

Which changes fit which Imperial County sectors?

The table pairs the main local sectors with the bottleneck we see most often and the Microsoft tools that usually remove it. Most organizations already license Microsoft 365, so the work is configuration and process design rather than new subscriptions. Where another product fits better, such as a CRM you already use, we work with it and say so on the first call.

Who should not hire us?

Anyone who needs hands on equipment. Lightray does not repair computers, cable offices, manage firewalls or staff a help desk, and we never visit sites. If your problem is a failing server or unreliable internet at a ranch office, call a local IT provider first. We handle the layer above that: the processes, the data and the reports, and we document the work so your IT provider can support it.

We are also not a fit for a full ERP replacement at a large grower or a county-wide system procurement. Those need a dedicated implementation team. Our work suits small and mid-sized organizations that want specific processes fixed in weeks, not years.

How does a remote project run?

In four stages, each approved before the next. A shared screen shows how a form travels from the field to the office more precisely than a visit would, and nobody loses half a day to a meeting. Work can be scheduled around harvest and peak shipping weeks.

  • Discovery. We walk through your current systems and pick the two or three processes that cost the most time. You receive a written scope, timeline and fixed quote.
  • Design. The new process mapped step by step: who enters what, where the record lives, who approves it. Labels and forms can be written in Spanish and English where your staff need both.
  • Build. Microsoft 365, Power Automate flows, Power Apps forms, CRM setup or Power BI reports configured in your tenant and tested with the people who will use them.
  • Handover. Short training by role, written instructions and a fix-up round after the new process has run for a few weeks.

What does it cost?

Every project is quoted at a fixed price after discovery, so you know the figure before work begins. Automating one approval or form is a small project; a CRM rollout or a set of Power BI reports for a multi-site operation is larger. For Power BI reporting specifically, Power BI Flex Support runs from $2,500 for 20 hours at $100 to $125 an hour, with hours that never expire, and Power BI clients who aren't comfortable working with us after the first 4 hours get their money back.

Behind the work: 20+ years helping small and mid-sized organizations fit software to how they actually operate, 200+ completed projects, and a 4.9★ average from Google reviewers. Frequently asked questions

Can you meet with us in El Centro or Calexico?

No. All of our work is remote: video calls, screen sharing and access to your Microsoft tenant. Fullerton is our business address, not a meeting place. Remote delivery is how every project runs, and it lets us schedule around harvest, shipping peaks and agency meeting calendars.

Do you work with public agencies and special districts?

Yes, for process automation, document management and reporting in Microsoft 365. Public bodies often have procurement rules and records-retention requirements, so we cover those in discovery and write them into the scope. We don't replace core government systems such as permitting or finance platforms; we connect to and report on them.

Do we have to replace the software we use now?

Usually not. Most organizations already pay for Microsoft 365 and use a fraction of it. We start with what you own, connect it to your accounting or industry software where possible, and recommend a new product only when nothing you have can do the job.

What do you need from us to get started?

An hour of time from the person who knows the process, a walkthrough of the systems involved, and an admin who can grant access to your Microsoft tenant when building starts. After the strategy call we send a short list of questions so discovery doesn't waste anyone's time.
